*AADMER: ASEAN Agreement on Disaster Management and Emergency Response

It was the second ACDM Session on EAS Cooperation in Disaster Management since the first session in January this year in Thailand and was attended by Non-ASEAN EAS participating countries of Japan, the US, NZ, Australia. This Session aims to exchange views on relevant EAS activities on disaster management among the EAS participating countries and discuss the way forward to enhance the cooperation in this area. The Session agreed that the future cooperation needs to be conducted in line with the AADMER in avoiding the duplication of activities undertaken under the other regional frameworks.

The 2nd AADMER Partnership Conference was attended by dialogue partners including Japan, the US, Australia, NZ, Canada and EU and UN-related organizations (UN-OCHA, UNISDR), Red Cross and APG (AADMER Partnership Group, consisting of Child Fund, Help Age International, Mercy, OXFAM, Save the Children, World Vision and Plan) from external partners. At the outset of the conference, ASEAN ran a presentation video on its disaster management efforts which included the introduction of Japan’s assistance and the interview of Ambassador of Japan to ASEAN, H.E. Kimihiro Ishikane. The AADMER is a regional framework for ASEAN’s disaster management and based on which ASEAN developed AADMER Work Programme phase 2 (2013~2015). During the Conference, 21 projects were presented for implementation by 2015 under the Work Programme phase 2 and dialogue partners and external partners expressed their interest or offered their assistance to those projects. Japan will also continue to support ASEAN to implement AADMER Work Plan phase 2.
