JAIF-Supported Meeting adopted “Hanoi Recommendations” on Community-based Inclusive Development for Persons with DisabilitiesAugust 30, 2013
The Second APCD/JAIF Project Regional Meeting was held from 27 to 28 August in Hanoi, Vietnam, and “Hanoi Recommendations on Community-based Inclusive Development Towards 2015 and Beyond” was adopted in the Meeting, The Meeting was supported by Japan-ASEAN Integration Fund (JAIF) and implemented by Asia-Pacific Development Center for Disabilities in cooperation with the Government of Vietnam and the Government of Thailand. 120 participants in the Meeting included the representatives from all ASEAN Member States and consisted of government focal points on social welfare and developments, local governments, civil society organizations including persons with disabilities, etc. During the Opening Ceremony on 27 August, the remarks were given by H.E. Mr. Le Leong Minh, Secretary-General of ASEAN, H.E. Ms. Pham Thi Hai Chuyen, Minister for Labour-Invalids and Social Affairs of Vietnam, H.E. Mr. Anusorn Kraiwatnussorn, Vice Minister for Social Development and Human Security of Thailand, and Ms. Takako Ito, Deputy Chief of Mission, Mission of Japan to ASEAN. During the Meeting, the results of the baseline surveys on the situations of persons with disabilities at the community level, which was conducted in Cambodia, Lao PDR, Myanmar and Vietnam, were reported, and based on the reports, active discussions took place as to what should be done for Community-based Inclusive Development (CBID). “Hanoi Recommendations”, which was adopted unanimously on 28 August, is a document which contains specific recommendations during 2013-2015 and the following period of 2016-2020 in order to realize CBID, and it can be said to be the outcome of eagerness of and cooperation among the participants, including persons with disabilities. The Meeting is also registered as one of the commemorative events for ASEAN-Japan 40th Year for Friendship and Cooperation. |
