ASEAN-Japan Cooperation Dialogue on Reducing Reoffending

ASEAN-Japan Cooperation Dialogue on Reducing Reoffending was convened in Manila, the Philippines, on 5 August 2026, and the Japanese delegation, led by Mr. KAWABUCHI Takehiko, Director of the International Affairs Division, Minister's Secretariat, Ministry of Justice, participated. Participants included government officials from ASEAN Member States engaged in formulating or implementing policies or measures to reduce reoffending, including in corrections and rehabilitation, as well as representatives of the ASEAN Secretariat.
The dialogue provides a peer platform for practitioners on reducing reoffending to share expertise, experience, and challenges, and was launched based on a proposal by the Japanese Minister of Justice at the first-ever ASEAN-Japan Law Ministers’ Meeting (ALAWMM-Japan) last November in Manila.
This dialogue was held as part of the “ASEAN-Japan Work Plan on Law and Justice” and also contributes to “ASEAN 2045 Our Shared Future”. The Mission of Japan to ASEAN will continue cooperating on activities in this area.
